Kanwalosophy: Payment of Rs. 30/- via IPOs to Public Information Officer, District and Sessions Judge, Amritsar as asked by same to be submitted as a fee of Rs. 22/- to provide 11 pages of information been prepared, at rate of Rs. 2/- per page, in his memo in a matter of RTI Application filed with the same to ask the details of compliance and implementation of the administrative directions given in the order of Honourable High Court of Punjab and Haryana, dated 26.09.2014 in the matter of Crl. Misc. No. M-28367 of 2014 for Ravinder @ Binder vs State of Haryana, in which High Court had issued the guidelines broadly in regard to all the cases in which the challan / chargesheet is filed without the completion of investigation and / or with the pendency of any report at the time of submission of challan for not framing the charges on basis of incomplete challan along with the written directions that the guidelines issued in this case be circulated to all the District and Sessions Judge, Punjab, Haryana and U.T for meticulous compliance, who in turn, will circulate to all the Judicial Officers working under them and non-compliance of these guidelines would amount to contemptuous act of the concerned officer(s). 21.08.2015
