Kanwalosophy: First Appeal to concerned Appellate Authority against the reply of Public Information Officer, O/o Principal Secretary, Department of Finance - Government of Punjab, in the matter of an RTI application asking the information in regard to details of ministry / department wise funds allocated and spent as budgetary, non-budgetary or the provisions otherwise for the purpose of advertisements in various modes of media by the government of Punjab along with the category and name-wise details of the media organizations concerned. The respondent PIO has malafidely and willfully denied the information with evasive reply as under: 1) That "the information as asked is available" on the website of Punjab Government www.pbfinance.gov.in, though appellant was unable to find the same on the mentioned link. Even if it is available, providing the same as reply is not exempted u/s 8 and 9 of the RTI Act. 2) That the information as asked cannot created for providing in reference to letter no. 1/3/2008-1R dated 25-4-2008, which is in total contrast to the statement of the respondent PIO as above, in which it is accepted that the information as asked is available, thus a malafide denial. 11.07.2015
