As an independent observer, I am seeing the specific order of the High Court of April 9, 2014, as quoted by the Home Department of UP in its chargesheet against Amitabh Thakur, in the light of the keywords "Observed", "may not be allowed" (with stress on may) and "state may be involved directly or indirectly" (with stress again on may) to search for any binding; along with trying to interpret it under the fundamental rights and constitutional remedies been there for every citizen without discrimination among them.
