Kanwalosophy: To Chairman Punjab State Human Rights Commission Chandigarh Subject: Inquiring the matter and Directing State DGP to register FIR u/s 307 IPC and other sections of law as applicable against the radical fanatics spreading terror, assaulting people and taking law and order in their hands, based upon the news report published in Ajit Jalandhar on 28.04.2015 Sir I would like to bring in your notice a very serious matter of spreading terror, assaulting people and taking law and order in their hands by certain radical and fanatic groups active all over the state of Punjab as per the news report published in newspaper Ajit Jalandhar on 28 april 2015, kindly refer to the attached scanned copy of the news cutting with this email. It is a matter in which certain person(s) were transporting cattles and all of sudden few people from an organisation driving a scorpio stopped the truck, dragged the driver outside, had beaten him mercilessly, broken his knees and ankles and set the truck on fire after forcefully dragging all the cattles out. The driver was assaulted so mercilessly that he could had died in all these turns of this event and the most shocking in this incident is the presence of a police person at the place, as reported, but he failed to act or prevent this event of crime. So thus it establishes that such people who are committing this crime have the blessings of police and local politicians, therefore, any enquiry assigned to ground level police stations would only be an eyewash and would merely act as attempt to save the guilty. Further seriousness of the situations as per the news report can be analysed from the fact that such incidents are claimed to be happening all over the state. If this is true then it is completely a failure of law and order machinery in the state and leading us to the jungle raj, which is very serious matter. So thus as a responsible citizen I hereby file a complaint in State Human Rights Commission to take cognizance, initiate an enquiry in this matter under its own supervision and to direct the State DGP to register an FIR u/s 307 IPC and other sections of law as applicable against the radical fanatics spreading terror, assaulting people to a level to attempt of murder and taking law and order in their hands and get this matter enquired by some high level official with undisputable integrity and commitment. Kindly take this matter on urgent basis considering the gravity of the situation involved in this matter and pass a written order in this regard and keep the matter under the supervision of Punjab State Human Rights Commission until its final conclusion.
